Job Description:
The Space and Airborne Systems segment is seeking an experienced, highly motivated, team-oriented Chief Systems Engineer with prior experience defining and executing transition activities and sustainment system modifications to operational ground systems for NOAA.
This is a high visibility, strong impact position where the selected candidate is expected to lead, analyze, recommend and technically manage awarded sustainment activities to improve operational systems performance including technology refresh and application upgrades.
The selected candidate will be a member of a cross functional management team working primarily at the NOAA Satellite Operations Facility (NSOF) located in Suitland, MD.
The candidate will work collaboratively with all team members flowing down L3Harris best practices including requirements management, peer review processes, risk management processes, software development management, methodologies and processes, and test requirement traceability methodologies.
Essential Functions:
Lead a technical team in the assessment of NOAA's current ground system architecture providing cost-effective sustainment recommendations consistent with NOAA's architecture evolution objectives.
Manage, lead and successfully complete awarded sustainment work scope for multiple concurrent task orders on schedule and on budget.
Lead the development of system sustainment proposal technical solutions in response to Customer RFPs.
Apply systems engineering methodologies including CONOPS generation, systems architecture definition, systems analysis, architecture and design, system performance modeling, integration and test management, and/or model-based systems engineering.
Proven and effective communications skills, interpersonal skills and customer focus are a must.
Maintain a focus on quality in all aspects of the engineering process.
Qualifications:
Bachelor's degree in Electrical Engineering (BSEE), Computer Science Engineering or equivalent discipline and a minimum of 9
years of prior relevant experience, or Graduate degree and a minimum of 7 years of prior relevant experience in system development process (requirements > production > support) Familiarity with the migration of systems to the cloud best practices Knowledge of the NOAA ground system architecture, current missions and NOAA OSPO management staff through previous direct assignment.
Ability to obtain a US Government Public Trust Clearance is required.
Experience with DOORS or equivalent requirements management tool.
Preferred Additional Skills:
Ability to obtain a US Government Public Trust Clearance.
Possess good leadership, collaboration, and business execution skills.
Familiarity with the NOAA ground system architecture, missions and NOAA OSPO management staff through previous direct assignment.
Experience with DOORS or equivalent requirements management tool.
Ability to lead others in accomplishing work objectives on schedule.
Proven and effective communications skills, interpersonal skills and customer focus.
Possess good leadership, collaboration, and business execution skills.
PMP Certification a plus.

Estimated Salary: $20 to $28 per hour based on qualifications.

The check will bounce and the victim is left responsible.
